Compliance Committee

The Compliance Committee includes representatives from public interest members. 

Nicky Heathcote - Chair

Nicky is Chair of the PCCB Compliance Committee.  She is also Non-Executive Chair of The Conveyancing Association and an Ambassador for NEDonBoard.

With over 30 years of experience in the public sector, her roles have included Chief of Staff at HM Land Registry (HMLR) and Executive Director of Regulatory Policy and Governance at the Gambling Commission. Nicky has worked on several cross-government agendas including housing, data transparency, anti-corruption, counter-fraud, infrastructure, devolution, asset sales, international development and safer gambling.

Nicky has held positions in various domestic and international committees including Chairing HMLR’s Advisory Council, Board member of the European Land Information Service and the UK Government’s representative on the UNECE Bureau and the Committee for Housing and Land Management.

Mark McLaren

Mark is currently a member of the PCCB Compliance Committee.  He is also a member of the statutory Legal Services Consumer Panel and an independent member of the General Optical Council fitness to practice panel.  For nine years to Autumn 2015, Mark worked for Which? on a wide range of policy, regulatory and legal issues from the consumer perspective. 

Earlier in his career, he worked for Age UK and ILC-UK in public affairs and policy roles; he served as an Age UK pension trustee from 2012-19.  He is now a policy and public affairs consultant.

Paula Higgins

Paula founded the HomeOwners Alliance in 2012. She provides the leadership and strategic vision driving the organisation forward.

Paula is also a respected commentator and advocate for homeowners and is regularly quoted in the media.
